From the GENIUS Act's effective date, a permitted payment stablecoin issuer publishes a monthly reserve composition, examined each month by a registered public accounting firm. The OCC and FDIC have proposed more: Form PS-01 every Wednesday by 5:00 PM Eastern, per coin, reporting every calendar day, plus a quarterly PS-02 signed by the chief financial officer.
As proposed, that is fifty-two weekly returns a year per coin, plus the quarterly and monthly reports, assembled from custodian balances and on-chain supply. The GENIUS Act (Pub. L. 119-27) is enacted US law. Most payment-stablecoin duties start on the statutory effective date — the earlier of 18 January 2027 or 120 days after final implementing regulations. Those regulations are not final as of this build. Only enacted law and final agency rules are pinned; bills, including the CLARITY Act, and proposed rules are not.

What this product actually is
A pin on selected GENIUS text
Every file cites the codified chapter by section hash, and the enrolled Public Law PDF from govinfo is pinned by its own hash beside it. If the law is amended, that is a new pin. The SEC's final crypto-asset interpretation is pinned the same way.
A place to write facts
Reserve lines. Circulating supply. Freeze events. Yield programs. Listing screens. AML officer and program version. Each write lands in an append-only work log. Reserve packages, disclosure packets and certifications are hashed.
A certificate you can hand over
It says: this source, this catalog, this much work, this much still open. It does not say the company is compliant. Counsel still does that job.
Who writes to it
If you touch a dollar stablecoin after GENIUS, you have facts to keep. The API is how machines keep them. The website is how people look.
You issue the coin
Every coin in circulation needs a matching dollar of safe assets. You publish what you hold. You cannot pay interest. You freeze addresses when a lawful order arrives. Your treasury and chain software should POST those facts here.
You hold the reserves
Banks and custodians already know the balances. They should send a daily confirmation to this API instead of a PDF that dies in email.
You list or move the coin
Exchanges and other service providers have to stop offering coins that are not permitted. Screen a ticker. Keep the decision.
You are counsel or the CCO
You review what the systems wrote. You mark a step done, open, or reserved to counsel. You pull a certificate for the board. You do not re-type the inventory.

Until GENIUS takes effect, the SEC treats issuing and redeeming a covered stablecoin as not a securities offering. We pinned it from the official Federal Register PDF.
No crypto market-structure law has passed. The CLARITY Act is the best-known bill, and the SEC and CFTC have started acting by rule in its place. Whichever turns final, statute or rule, gets pinned here as a new authority. Until then, drafts and proposals stay on the rulemaking page.
