What GenClara checks, and what it does not
We make 6 statements about what GenClara does, and each one stays only while its feature and its test hold. Another 4 come with their limit, every time. Then there are 6 conclusions the checks never establish, so we never say them. None of this is a legal opinion, and none of it supports a conclusion that anyone complies with any law.

What the software does
6These hold only while the feature and its test remain true.
Each file is pinned to named source versions and hashes.
CLM-01Authorities page shows GENIUS Pub. L. 119-27 as enacted law and 91 FR 13714 as a final rule, with distinct hashes.
Reviewer dispositions are bound to a work-state hash.
CLM-02Page and API record one SHA-256 of the control's evidence and catalog lock (no clock); when that work changes, a complete control reads as in review.
Reserve packages are hashed from circulating supply, lines, and coverage.
CLM-03Generating a package after any line change produces a different digest.
Evidence items are hash-only: title, locator, digest, and limitations.
CLM-04Evidence register stores no file bytes.
The Systematic Review Certificate is a process record, not a legal opinion.
CLM-05Certificate header and exceptions paragraph state the boundary on every render.
Only final text is pinned: GENIUS as enacted law and the SEC's crypto-asset interpretation as a final rule. Bills and proposed rules are never pinned.
CLM-06Landing, sources, and the file home label each pin enacted law or final rule; the authority type admits no draft status.
What it does only within a stated limit
4We never state one of these without its limit.
Certificate
CLM-07Process-completion record. Not a legal-compliance certification, legal opinion, regulator filing, or regulator determination.
Evidence
CLM-08Indexed or hash-verified. Not authenticated, legally sufficient, privileged, admissible, or professionally reviewed by the software.
Source inventory
CLM-09Selected-provision map with a complete GENIUS top-level section list. Inventory completeness is not complete semantic legal interpretation.
Catalog lockfile
CLM-10Deterministic display hash of the selected catalog. Not a cryptographic proof against full-database replacement.
What it does not establish
6You will not find these in the product, on the certificate, or on this site.

CLM-15Never. Only enacted statutes and final rules are pinned.
tamper-proof, bank-grade, unhackable, military-grade, every obligation mapped
CLM-16Never. Those words are not evidenced and overclaim the product.
