What this product does
If your company issues a digital dollar, or holds the cash behind one, or lists one on an exchange, a new US law (the GENIUS Act) gives you homework: keep $1 of safe assets for every $1 of coins, publish the mix, do not pay interest on the coin, freeze addresses when a lawful order arrives, and keep an AML program.
Most teams will try to do that in spreadsheets, bank PDFs, and lawyer email. That falls apart the first time someone asks: “Which version of the law? Which number? Who signed it? What changed on Tuesday?”
GenClara is the file those numbers get written into. The core is an HTTP API. Your custody feed, your on-chain supply watcher, your sanctions tool, and your AML system POST JSON. A person can open the website and review the same objects. When you need to show the work, you GET a certificate.
The certificate is a process record against the GENIUS Act. It lists the pinned law, the catalog of steps, the hashes, and what is still open. It is not a legal opinion and it is not a stamp from a regulator.
Only final text is pinned. The SEC’s final crypto-asset interpretation is pinned beside the Act. Bills, including the CLARITY Act, and proposed rules are tracked, never pinned.
The GENIUS Act (Pub. L. 119-27) is enacted US law. Most payment-stablecoin duties start on the statutory effective date — the earlier of 18 January 2027 or 120 days after final implementing regulations. Those regulations are not final as of this build. Only enacted law and final agency rules are pinned; bills, including the CLARITY Act, and proposed rules are not.
Why the API is the product
- Machines write first. A reserve confirmation should not wait for someone to type it.
- The website is a client. Same file, same hashes. If you never open the UI, the record still exists.
- Every write is logged. Each write lands in an append-only work log. Reserve packages, disclosure packets and certifications are hashed, and the exact JSON each certification covered is kept.
What we will not say
Fully compliant. Legal opinion. Regulator ready. The certificate as proof you comply. A bill as current law. Tamper-proof. Bank-grade. Those words are banned in the product. The full list is on what this does not do.
